The Unit was established in 2007 in compliance with the Federal Government directive that all Ministries, Departments and Agencies (MDAs) should create such an outfit in order to reduce and ultimately eliminate service failure in all government establishments. Although the Unit shared secretarial staff with the then Independent Corrupt Practices and Other Related Offences Commission (ICPC) Monitoring Committee (now Anti-Corruption and Transparency Unit (ACTU)), it has always remained autonomous. Furthermore, despite its contiguous location with the Strategic Planning Unit, the SERVICOM Unit has always been independent of all the units under the Vice-Chancellor’s Office. Over the years, the staff strength of the Unit has remained lean. In 2014 the Higher Executive Officer, who had been assisting the Focal Officer was replaced by an Administrative Assistant. However, staff growth in terms of numbers has been hampered by limitations of office space. Nevertheless, the Unit has been able to carry out its basic functions, such as monitoring service delivery, routine inspection of infrastructure and adjudication and conflict resolution (especially between staff and students). The Unit is currently coordinating the formulation of a Service Charter for the University. When this fundamental yardstick of service delivery comes on stream, it is hoped that there will be zero tolerance to service failure in the University.
The guiding principle of the Unit is to ensure customer-satisfaction through excellent service delivery. This is predicated on the founding principles of SERVICOM (Service Compact with all Nigerians), which include “providing basic services to which each citizen is entitled in a timely, fair, honest and transparent manner”.
To contribute towards the positioning of the University as a world-class centre of learning through excellent service delivery.
To ensure that whatever service is rendered in the University of Maiduguri, either to staff, students or the general public, is carried out professionally at all times in a courteous manner, providing avenues for complaints and corrective measures to rectify and forestall them.
Current staff distribution is: the Chairman of SERVICOM Committee and 2 members of administrative staff.
The Unit is currently located in the Vice-Chancellor’s Office Complex. The University management has an elaborate plan for the expansion of the Unit.
